functional health information and surveillance system
The 2005 study
commissioned by the Ministry of Health, with the support of UNICEF, reiterated
the importance of a functional health information and surveillance system. Key
issues noted included inadequate analysis and use of information, inadequately
designed software, lack of access to communication facilities, proper data
archival and retrieval systems, irrelevant details and gaps in data collection,
poor selection of sentinel surveillance sights and weak human resources and
management of information.
National Healthcare Trust Zimbabwe champions
the provision of information technology equipment in the health sector that
enables information to be collected, analyzed and managed in a more effective
way and supports the training of health information officers. The Trust supported
the Ministry of Health to set up a National Emergency Operation Centre (EOC). The EOC will be activated for the duration of an emergency within which
personnel responsible for coordination, planning, organizing, acquiring and
allocating resources and providing direction and control can focus these
activities on responses to the emergency.
This center effectively:
assistance to districts, provinces, local government and, private sector
health units during preparation of emergency plans and procedures;
preparedness and rapid response training for central and local government
agencies as well as for strategic partners involved in EPR.
assessment surveys and liaise with the Department of Civil
Protection (DCP) to
declare a health disaster/emergency and seek for additional relief
Serves as the
communications, control and command center for reporting emergencies and
coordinating the national response activities.
Maintains regular information bulletins, media
updates and communications with sub-national, national, and relevant
international entities in EPR during a health disaster/emergency.
